The case you are presenting seems to be symptomatic for the present time, particularly when dealing with Physical Review D. It seems to be the editing policy of that journal that a anonymous referee report is definite and final. The editor plays the role of essentially administrating the reports.
I also could contribute a case in which I tried to publish a paper over a period of two years, unsuccesfully.
As long as PRD has this policy I see little chance for a change. One has to resort to other journals.
For doing reasonable research work one needs to have obviously a fair amount of knowledge on `psychological warfare'.
