If the publication is useful, part of the fame will be attributed to the referee, but if it is lousy, some shame will stick to Rev.Eerie, too.

There are many authors around weeping and cursing on bad referee reports. These authors are right: Many reports are really bad. However, it is not clear if the respective papers are better. The objective is to improve both, publications and reports.
